In Hong Kong, the Office of the Telecommunications Authority (OFTA), monitors, directs, plans and allocates utilization of the radio spectrum. OFTA wields its authority by granting licenses to all forms of telecommunications in Hong Kong. OFTA engaged Azeus to develop the Electronic Licensing System of OFTA (ELSO) to manage all licensing data as well as handle the license approval workflow.

ELSO is a web-enabled interface for the public to submit license applications. ELSO can help OFTA reduce operational cost and streamline its license processing and approval by use of paper-less tools, as well as facilitate document sharing through the use of robust document management computer tools.
