Counterparty Management Information System (COMIS) for Hong Kong Housing Authority New!

The Hong Kong Housing Authority (HA) implements the Long Term Housing Strategy of the Government. Counterparties are eligible business entities who can submit tenders or quotations for various contracts, goods or services required by HA. To administer counterparty regulations, the Housing Department (HD, the executive arm of HA) handles counterparty applications, monitors the progress of contracts given to counterparties, monitors tender eligibility, and keeps track of counterparty workload and performance records. But HD's regulatory procedures of manually checking counterparty profiles using isolated PC applications fall short in the speed and accuracy of selecting counterparties best suited for a job.

So, HA engaged Azeus to develop the Counterparty Management Information System (COMIS) that has a centralized database to computerize management of counterparty list. Azeus built COMIS as a web-based system accessible through the Internet by external consultants and the Housing Authority Intranet by HA's staff. The system helped increase productivity of HD staff by streamlining procedures, providing timely and accurate counterparty information to facilitate decision-making and risk management. It also simplified business-to-government (B-2-G) transactions in electronic form enabling counterparties to access HA's current policies and their individual listing status, tendering eligibility and performance record efficiently. Transparency is therefore increased, which is beneficial for developing a good professional relationship between the HD and counterparties.
